With the rising prevalence of Information and Communication Technology (ICT), our daily lives have transformed significantly. From workspaces to home appliances, everything is infused with technology, breaking barriers and providing greater accessibility, particularly for people with disabilities. This white paper, supported by Microsoft and developed by FICCI and DEOC, focuses on promoting the accessibility of ICT for persons with disabilities, discussing the current scenario, the work being done by the Government and private sector, and the gaps that need to be addressed.
ICT has reshaped the way we live, work, socialize, and access information. According to the ‘5 years of Digital Bharat/Aatmanirbhar Bharat’ report, India has seen a significant rise in smartphone usage and internet connectivity in recent years. However, despite the advancements, many people with disabilities still do not have access to these technologies, creating a clear inclusion gap that needs immediate attention.
ICT in the context of people with disabilities can be broadly classified into mainstream and assistive. The former includes general devices like computers and smartphones, while the latter refers to specific tools designed to aid people with disabilities. Developing accessible technologies involves understanding the unique needs of users and devising solutions that eliminate barriers.
Implementing ICT accessibility requires a comprehensive strategy that considers all potential users. This includes creating applications that are compatible with screen readers, providing sign language interpreters during online classes, and ensuring the availability of assistive technology. However, without proper measures to make these technologies widely available and affordable, the goal of inclusion remains unachievable.
A crucial part of making ICT accessible is ensuring that digital platforms are developed with accessibility in mind. This involves using semantic HTML for better screen reader support, ensuring color contrast meets accessibility standards, and including alternative text for images, among other practices.
Despite the promising growth of ICT in India, the lack of data on the access to ICT for people with disabilities indicates a need for more comprehensive studies and dedicated efforts towards inclusivity.
While focusing on accessibility, it’s essential to not overlook security. People with disabilities should not be made more vulnerable to security threats due to their reliance on assistive technology. Thus, secure coding practices and rigorous testing are mandatory.
Apart from developing accessible technologies, it’s important to provide robust support and troubleshooting services. This is to ensure that users can overcome technical challenges swiftly and with ease.
ICT can be a powerful tool in promoting inclusivity for people with disabilities. However, the path to true accessibility is laden with challenges that can only be overcome with dedicated efforts from both the Government and the private sector. Let’s strive for a digitally inclusive India where technology empowers, not excludes.
